About the Program

What is SafeCity
Connect Hollywood?

SafeCity Connect Hollywood is a voluntary community safety program led by The Hollywood Partnership (THP) that connects security cameras on private properties — directed toward public streets and sidewalks — into one shared network. THP works directly with participating property owners and businesses to securely connect these public-facing views into a centralized system that only THP can access.

After a crime occurs and law enforcement makes a legal request, THP can quickly locate and retrieve relevant footage from across the network to support investigations. This shared network approach makes participation essential — one connected system is far more powerful than individual cameras working alone.

Post-Incident Only

Footage is reviewed only after an incident and a lawful law enforcement request. Live monitoring is limited and conducted only under authorized circumstances.

Privacy Protected

Access strictly limited to authorized requests managed through THP under established legal guidelines.

Free property assessment with THP. We review your cameras, public-realm views, and how your site connects into the network.

If you need new cameras or upgrades, THP walks you through our grant program — covering eligibility, estimates, and the application.

Installation & Setup

Work with your vendor—or our preferred partner at a discounted rate—to install or upgrade cameras. THP ensures all systems meet program standards for image quality and storage.

Agreement & Enrollment

Sign the participation agreement. THP adds your property to the secure network and you're part of the community safety program.

Technical Requirements

What Your Cameras Need

Requirements for cameras to connect to the SafeCity Connect Hollywood network.

Camera Requirements

  • Must focus on public realm only — streets, sidewalks, alleys, plazas. No private interior spaces.
  • Minimum 1080p resolution recommended for clear, usable images.
  • Color footage preferred whenever possible.
  • Night or low-light capability strongly recommended.

Storage Requirements

  • Minimum 30 days of footage retention.
  • Local NVR/DVR or secure cloud storage both acceptable.
  • Backup or redundancy encouraged where feasible.

Access Requirements

  • Property owner or manager maintains full control of the camera system at all times.
  • Requires a mid-tier broadband internet service or greater to ensure reliable performance and adequate bandwidth for the network.
  • A designated contact person who can work with your vendor on requests.

Grant Program

How the Grant Program Works

THP offers grant funding to help eligible property owners install or upgrade cameras that meet SafeCity Connect Hollywood standards.

  • Grant awards can cover up to $30,000 in eligible equipment and installation costs
  • Funds are restricted to SafeCity Connect equipment and services only
  • A 3-year participation contract is required to receive grant funding
  • Final grant amounts are determined based on the characteristics of the property
Participation

Your Responsibilities

What we ask of participating property owners and businesses.

Maintain physical camera systems to ensure they are fully operational, with clean and unobstructed views of designated public-facing areas.

Keep cameras focused on public-realm areas only — sidewalks, streets, and building frontages.

Notify THP if your cameras go offline, are relocated, or removed so the network stays accurate.

Your cameras, your control. You maintain full ownership and control of your camera system at all times. Participation is completely voluntary — you may withdraw at any time. You are never required to provide footage unless you are comfortable doing so and the request meets legal standards.

Network Footage

Law enforcement agencies and authorized representatives may submit a request to access footage from the SafeCity Connect Hollywood camera network. All requests are reviewed per our adopted Video Network Usage Policies & Procedures.

Who May Request Footage

  • Law enforcement agencies & public safety officials
  • Legal counsel (prosecution or defense) in a criminal matter
  • THP will not comply with requests from ICE, CBP, or immigration enforcement agencies

Privacy & Governance

How We Protect Privacy

SafeCity Connect Hollywood is built on transparency, legal compliance, and respect for community privacy.

Not Continuously Monitored

The network is not intended to be actively or continuously monitored. Footage is reviewed only in response to a specific incident and a lawful law-enforcement request.

No Biometric Surveillance

The network does not use biometric monitoring software, covert cameras, or any technology that records sounds or voices.

30-Day Retention Limit

Recorded video is generally stored for 30 days and then deleted. Video associated with an active incident is retained for up to 180 days.

No ICE Compliance

THP will not comply with requests for access to camera footage from ICE, CBP, or other agencies established for immigration enforcement purposes.

Non-Discriminatory Use

System users operate based on suspicious behavior or specific incident reports — never on individual characteristics such as race, gender, ethnicity, or sexual orientation.

Formally Adopted Policies

THP has adopted Video Network Usage Policies & Procedures (last modified February 2026) governing all access, retention, and release of footage.
